Traffic infractions — Red light violation — Driver was afforded due process as required under law where hearing was conducted at which driver appeared and was afforded opportunity to present defense and cross-examine witnesses — Special master did not depart from essential requirements of law by ruling that driver violated state law and municipal code of ordinances when he failed to come to a complete stop prior to making a right turn at a red light — Competent, substantial evidence clearly showed that driver failed to stop at steady red light before making right-hand turn — Further, even if complete stop was not required, video evidence showed that driver did not proceed in careful and prudent manner
